To turn this kind of thing around you really need a coordinated approach between quite a few different groups (government, private etc) which is very hard to do. From experience the people on the ground (who usually have the best remedies/ideas) arent able to make change happen - and usually the people in the top jobs are "out of touch", lack innovation and dont want to rock the boat with anything new.
I want to know what happens to the young people! I work in a Youth Detention centre and when we deal with these young people, we are dealing with the parents failure to be positive role models. It is a viscous circle of our people and something needs to be done about it! We need to come together and communicate so the generations ahead will live with content.
