Key findings of Garnaut draft report

As professor Ross Garnaut delivered his draft report on tackling climate change, world leaders have pledged to put energy efficiency at the forefront of their environmental policies.

Below are some of Professor Ross Garnaut's key findings:

* Climate change is real and urgent, and emissions trading should begin in 2010 as planned.

* Petrol should be included in emissions trading, with no cut to the excise.

* The government should spend half the revenue it gets from emissions trading on compensating poorer households.

* 30 per cent of the revenue should go to help businesses; 20 per cent to research.

* Government should not hand out free permits to pollute to businesses.

* Government should consider a fixed, low carbon price for the first two years, then allow the market to take over in 2012.

* Clean coal has a bright future and Australia should lead the world on developing the technology.

* Agriculture should be excluded from emissions trading at first.

* Without action, the Great Barrier Reef and Murray-Darling Basin will be wiped out and there will be severe economic costs.

* The report postpones recommending a carbon price or 2020 greenhouse target
