Premier Nathan Rees has revealed his new cabinet, declaring that the "soap opera is over".

After an extraordinary few days in NSW politics, Mr Rees emerged from a caucus meeting moments ago with his new-look frontbench decided.

As tipped, John Della Bosca has returned to cabinet, along with right faction powerbroker Joe Tripodi, Eric Roozendaal, David Campbell, Tony Kelly, Linda Burney, Matt Brown, John Hatzistergos, Kristina Keneally, Barbara Perry, Verity Firth, Ian Macdonald and Paul Lynch.

Kevin Greene and Graham West survived the reshuffle but Frank Sartor did not.

Tony Stewart, Phil Costa, Michael Daley, Virginia Judge, Jodi McKay and David Borger were added to the ministry.

Michael Costa was dumped from the team on Friday, and Reba Meagher withdrew from contention on Saturday night before being pushed out.

Mr Rees said he now had the team he needed to put NSW back on track.

"We get one last chance at fixing this," Mr Rees said.

"If we don't, the people of NSW will put us out on our ear. This is our last chance, the caucus knows that and from today, game on, back to work. The soap opera is over."

Mr Rees, whose deputy is Carmel Tebbutt, said there was no contest for any of the positions and caucus had made its decision unanimously.

"This ticket is a fresh start for NSW, it's as simple as that," he said.

"I'm very happy with the ticket. It's the combination I wanted, it's got the courage, it's got the talent and it's got, most importantly, the work ethic.

"That's what this exercise has been about and this is a team that I believe will improve our standing in NSW and deliver the services that we need for NSW and most importantly get about restoring people's confidence in our administration.

"This team will deliver."

The ministers will be sworn in at Government House on Monday at noon. Portfolio positions are still to be announced.

Ms Tebbutt said she was excited to be working with a "great team".

"We're going to be working really hard to make sure we deliver the best possible outcomes for the people of NSW, so I'm really looking forward to the challenges ahead," the deputy premier said.

"We will get it right. We'll be working hard. We'll be making sure that we're delivering for the people of NSW."

Opposition: 'Nothing has changed'

However, Opposition Leader Barry O'Farrell says Mr Rees may have ditched some "incompetent" MPs from his cabinet, but nothing has actually changed.

"Yes, a quarter of the ministry has changed, but the real players, the people who determine who comes and goes are still there and still calling the shots," he told Fairfax Radio Network.

"Frank Sartor's been punted because he, like Reba Meagher, attracted enormous public dissatisfaction, but principally he's been punted because he's not one of the factional heavies.

"Nothing really has changed. Joe Tripodi is still there, Eddie Obeid's still calling the shots.

"It's not the parliament making decisions about who's going to be premier, who's going to be deputy premier - who's in and out - it's people down in Sussex Street (ALP NSW head office)."

Mr O'Farrell tipped Mr Della Bosca, the former education minister, to be treasurer, saying he was not suited to the role but would be given it because he is one of the "factional warlords".
